It exposes the hidden preferences that define the preferred language for the user interface of the application. It allows you to change quickly the preferred language among all those available languages, either the one shipped with the application or others provided by language packs.
The screenshots give a general exposition of the tools and options supported by the extension. Note that the provided toolbar button must be added manually from the toolbar palette to be accessible.
